Public Council of the Russian Ministry of Transport and Urbantech Group release Regional Road Safety Rating

The Regional Rating is a new practical tool for objectively evaluating road safety levels across different regions. It provides a comprehensive assessment of the accident situation on regional roads and, unlike traditional accident analysis data—such as social and transport risk levels—it also identifies growth opportunities for each region and outlines strategies for enhancing road safety. The Urbantech Group served as the technology partner for the rating.
Experts at HSE University applied a new comprehensive methodology and mathematical framework that enables the analysis of large volumes of diverse data. They categorized the regions of Russia into four groups based on similar performance levels: advanced, high, medium, and low. Among the leaders are the Chechen Republic, the Komi Republic, and the Kaliningrad Region. The bottom positions in the rating are held by Zabaykalsky Krai, the Republic of Tuva, and the Republic of Kalmykia.
«In collaboration with colleagues from the Public Council and with the help of experts, we decided to develop a rating system that identifies key indicators, determines the factors affecting accident rates, and examines their relationships. Using these insights, we aim to outline specific measures for each region to enhance road safety. This involves enhancing road infrastructure, promoting traffic safety awareness, and implementing modern traffic enforcement tools like traffic enforcement cameras, which have already proven efficient in reducing road accidents,» said Tatyana Gorovaya, Chair of the Public Council at the Russian Ministry of Transport.
«Using the data provided, we plan to create a detailed ‘roadmap’ of actions to enhance road safety, sharing efficient practices from regions that rank at the top levels,» noted Ilya Zotov, Deputy Chair of the Public Council at the Russian Ministry of Transport and Chair of the All-Russian Passenger Association.
«As traffic safety specialists, it’s important for us that the ranking system not only allows comparison of accident statistics in a region with the same period last year but also provides an ‘accident profile.’ This enables us to use the data to identify and implement modern road safety technologies,» said Alexander Dombrovsky, Deputy CEO of the Urbantech Group.
