Azimuth 4 Camera Units Are Monitoring Helmetless Riders on Moscow Region Roads

In the Moscow Region, a feature that detects helmetless motorcycle riders is being widely implemented in the Azimuth 4 traffic enforcement cameras, manufactured by the Urbantech Group.

The first tickets for these types of traffic violations, automatically recorded, have been issued in Balashikha municipal district. During the off-season, extensive preparations were made to enable the cameras to start recognizing this complex traffic violation.

“To ensure that the neural network functioned correctly, the experts processed more than 1.5 million reference images from the cameras. This functionality is actively being deployed across a larger number of traffic enforcement cameras, primarily Azimuth 4 units. In 2023, an additional 600 Azimuth 4 units were installed in the Moscow Region. This proactive approach helps to reduce and prevent traffic accidents with severe consequences,” said Alexey Gerzhik, the Deputy Chairman of the Government and Minister of Transport and Road Infrastructure of the Moscow Region.

Initially, artificial intelligence determines whether a motorcyclist is wearing a helmet by analyzing certain distinctive signs, similar to how it recognizes unfastened seat belts. After photos and videos from traffic enforcement cameras have been analyzed by a neural network, they are further reviewed by officers from the State Traffic Safety Inspectorate, who then decide whether to issue a ticket. Any doubts the inspector may have are resolved in favor of the drivers Only clear images are used in the process. When helmetless riding is detected, vehicle owners automatically receive a fine of 1,000 rubles.
